- In recent years, irrelevant personnel have entered PLA training grounds featuring real shooting, real throwing, and real explosion (hereinafter referred to as “three-real”) without authorization to dig for, pick up and resell shell fragments and dismantle unexploded ammunition, which has resulted in frequent accidents, seriously interfered with training for preparedness against war and endangered public safety. For the purposes of maintaining the order of training of the PLA for preparedness against war and protecting the safety of people's life and property, the following opinions for military authorities and local governments to jointly strengthen prevention and control of safety risks of unexploded ammunitions at PLA training grounds are hereby put forward.
- 近年來，無關人員擅自進入部隊實射實投實爆（以下簡稱“三實”）訓練場挖撿倒賣炮彈殘片、拆解未爆彈藥導致事故多發，嚴重干擾戰備訓練，危害公共安全。為維護部隊戰備訓練秩序，保護人民群眾生命財產安全，現就軍地共同加強部隊訓練場未爆彈藥安全風險防控提出如下意見。
